Getting licensed as an LPC in Texas

Full LPC licensure in Texas requires a qualifying graduate degree, two exams, an LPC Associate license, and then 3,000 clock-hours of supervised experience under a Council-approved supervisor. At least 1,500 of those hours must be direct client counseling contact, and the 3,000 cannot be completed in fewer than 18 months. While you are accruing them you must receive at least four hours of supervision a month, with no more than half of your total supervision hours in a group. Your LPC Associate license expires 60 months from issuance and cannot be renewed.

Rules cited below are from 22 Texas Administrative Code, Chapter 681, administered by the Texas Behavioral Health Executive Council. Last checked against BHEC in September 2026. Rules change, so verify anything you are about to rely on against BHEC directly.

The path, in four stages

Each stage has to be complete before the next one counts.
StageWhat it takesRule
Graduate degree 60 semester hours for programs begun on or after 1 August 2017, 48 before that, including a supervised practicum of at least 300 clock-hours with at least 100 hours of direct client counseling, carrying academic credit §681.82, §681.83
Exams The NCE or the NCMHCE, plus the Texas Jurisprudence Exam. Your jurisprudence certificate must be dated no more than six months before your application is received §681.72
LPC Associate license Apply and be licensed before you begin. Hours worked while unlicensed do not count, in any setting. The license expires 60 months from issuance and cannot be renewed §681.72, §681.140
Supervised experience 3,000 clock-hours, at least 1,500 of them direct client counseling contact, over no fewer than 18 months, under a Council-approved supervisor §681.92

The hours, and how long they actually take

The 3,000 is rarely the binding constraint. The 1,500 direct hours are, because direct hours accrue only while you are in session with a client. Everything else, notes, admin, training, staffing, counts toward the other 1,500.

Time to reach 1,500 direct hours, before holidays, no-shows and ramp-up.
Direct client hours a weekWeeks to 1,500Roughly
256018 months, held to the floor
207518 months, held to the floor
151002 years
121252 years 5 months
81883 years 7 months

Two things fall out of that table. Above roughly twenty direct hours a week, the 18-month floor decides your timeline, not your caseload, so pushing harder buys you nothing. Below about twelve, the 60-month expiry on your Associate license starts to become the real deadline, and cancellations and slow referral months eat the margin faster than most associates expect.

The supervision rules associates get wrong

  • Four hours a month is a minimum, not a target. You must receive at least four hours of supervision in every month you are counseling, unless your supervisor approves an extended leave of a month or more in writing.
  • Individual means up to two associates. BHEC defines individual supervision as a supervisor with one or two associates. Three or more is group.
  • No more than half your total hours can be group. Over the whole period, group supervision cannot exceed 50% of your supervision hours. This is why a structure of three individual hours plus one group hour a month works cleanly: group is a quarter of the total.
  • Two supervisors, maximum. You may have up to two LPC supervisors on file at a time, splitting hours by mutual agreement.
  • Paperwork has deadlines. The Supervisory Agreement Form goes in before supervision starts. The Supervised Experience Documentation Form is due within 30 days after supervision ends.
  • Miss the 60 months and you start over. If the required hours are not complete when your Associate license expires, you reapply and meet whatever requirements are in effect at that time.

How supervision with Reem is structured

Choosing a supervisor

You will spend eighteen months to three years with this person, during the period that shapes how you practice for the rest of your career. Interview them.

Worth asking

Reasons to walk away

That last one is the difference between supervision that is supportive and supervision that is trauma-informed.

What supervision costs

Fee structures vary more than the headline number suggests. Some supervisors charge per hour, some charge a flat monthly rate covering the full four hours, and some charge less per hour but exclude group. Agencies sometimes cover supervision entirely, sometimes in exchange for a lower fee split, which is a real cost even when it is not an invoice.

Compare on the monthly total for four compliant hours, not on the hourly rate. Then ask what else is included: EMDR or modality consultation, practice-building help, a placement site, retreats, access between sessions.

For reference, supervision with Reem is $425 a month covering three individual hours and one group hour, or $500 a month on a three-month contract for associates inside an agency. EMDR consultation is included at no cost while you are her associate.

Renewing your Texas LPC license

Renewal is where most licensed counselors interact with the rules, and it is separate from everything above: the 3,000 hours get you licensed once, the renewal cycle keeps you licensed for the rest of your career. What BHEC requires each renewal period is continuing education, the jurisprudence exam, and the fee.

Continuing education
24 hours in each renewal period
Ethics inside that 24
At least 6 hours
Cultural diversity and competency
At least 3 hours, inside the 24
Approved providers
Since 1 January 2024, at least half of the 24 hours must come from a provider listed in §681.140(f): professional associations, school districts and education service centers, government entities, accredited universities, religious or charitable mental health organizations, a licensee with supervisor status, hospitals, or anyone they approve or endorse
No pre-approval list
Under §681.140(i) the Council does not pre-approve providers or courses, so no CE carries an official approval number. Judge an offering against the §681.140(f) categories yourself and keep your certificate.
Self-study
Capped at one hour per renewal period under §681.140(h)(4). Self-study is work done alone, such as reading. A recorded course from a CE provider, taken as part of its organized offering, is not self-study.
Human trafficking prevention
An HHSC-approved course
Jurisprudence exam
Passed each renewal period, and it counts as one hour of ethics credit
LPC Supervisors
A further 6 hours of supervision-specific continuing education per renewal period, counted inside the 24
Fees, dates and late renewal
Set by BHEC and not reproduced here. Check your renewal notice and the BHEC renewal page before your expiry date.

Two things catch people out. The first is the approved-provider rule: hours from an unlisted provider still count toward professional development but not toward your required half, so check the provider before you pay, not after. The second is that supervision CE for an LPC-S is not additional to the 24, it sits inside it, which means a supervisor has less free choice about the other hours than they might assume.

This page does not list renewal fees or late-renewal windows, because those are set by BHEC and change more often than the rule text does. Take them from your renewal notice or from BHEC directly rather than from any third-party site, this one included.

Becoming a supervisor

Becoming an LPC-S

Supervisor status requires an unrestricted LPC license in good standing for at least five years, plus either a 40-clock-hour supervision course meeting §681.147 or a for-credit doctoral-level course in supervision. Once approved, holding it requires 6 hours of supervision-specific continuing education per renewal period, which count inside the 24.

BHEC's current guidance says the supervision course does not expire once completed, while the rule text has historically referenced recency windows. If your certificate is old, confirm with BHEC before you apply.

What it lets you do

An approved LPC-S can supervise LPC Associates toward their own 3,000 hours, which is the arrangement this whole guide describes from the other side. It is also the credential that makes a practice's supervision revenue possible, which is why the five-year unrestricted-license requirement exists.

Supervisory status is maintained on the same renewal cycle as the license itself, with the 6 supervision CE hours counted inside the 24.

Texas LPC licensure questions

How many supervised hours do you need for an LPC in Texas?

3,000 clock-hours of supervised experience under a Council-approved supervisor, of which at least 1,500 must be direct client counseling contact. Only actual time spent counseling counts as direct. The 3,000 cannot be completed in fewer than 18 months, per 22 TAC §681.92.

How many hours of supervision does an LPC Associate need each month?

A minimum of four hours a month while you are counseling. Individual supervision means a supervisor with one or two associates; group means three or more. No more than 50% of your total supervision hours may be group. You can have up to two LPC supervisors on file at once.

How long does it take to become an LPC in Texas?

Eighteen months at the absolute fastest after you are licensed as an Associate, because that floor applies regardless of how quickly you accrue hours. At fifteen direct client hours a week it takes about two years; at eight a week, closer to three and a half. Add the two to three years of graduate study before that.

Does my LPC Associate license expire?

Yes. It expires 60 months from the date of issuance and cannot be renewed. If you have not completed the required supervised experience in that window, you must reapply for licensure and meet the requirements in effect at the time of reapplication.

Do hours count if I worked before getting my Associate license?

No. Hours obtained by an unlicensed person do not count toward the supervised experience requirement, in any setting. Get licensed first.

Can I do supervision online in Texas?

Yes. Texas rules set the amount and structure of supervision rather than requiring it to be in person, and online supervision is common across the state. Reem Glasco, LPC-S, supervises online only, which means associates anywhere in Texas can work with her.

What qualifies someone to supervise LPC Associates in Texas?

An unrestricted Texas LPC license in good standing for at least five years, plus a 40-clock-hour supervision course meeting 22 TAC §681.147 or a for-credit doctoral-level course in supervision, and approval by BHEC as an LPC-S. Verify any supervisor's status on the BHEC license lookup before signing an agreement.

What do you need to renew a Texas LPC license?

24 hours of continuing education in each renewal period, including at least 6 hours of ethics and 3 hours of cultural diversity and competency, an HHSC-approved human trafficking prevention course, and a pass on the jurisprudence exam, which itself counts as one hour of ethics credit. Since 1 January 2024, at least half of the 24 hours must come from a provider listed in 22 TAC §681.140(f). Fees and dates come from BHEC.

How many CE hours does a Texas LPC Supervisor need?

The same 24 as any LPC, with 6 of them in supervision-specific continuing education to maintain supervisory status. Those 6 sit inside the 24 rather than on top of it, so an LPC-S has fewer discretionary hours than a licensee without the credential.

Do continuing education hours from any provider count?

Not toward the whole requirement. Since 1 January 2024 at least half of the 24 hours must come from a provider listed in §681.140(f). That list is broader than people expect: professional associations, school districts, government entities, accredited universities, religious or charitable mental health organizations, a licensee with supervisor status, hospitals, and anyone those providers approve or endorse. Your own LPC-S can therefore supply hours that fill the approved half.

Nobody holds an official approval number, because under §681.140(i) the Council does not pre-approve providers or courses. Check an offering against the categories in §681.140(f) yourself, and keep the certificate for an audit.

How can I learn more?

The frequently asked questions page collects everything that is not specific to one service: fees and insurance, how the methods differ, complex PTSD, what Texas requires of a counselor, and how to start. If the answer is not there either, a free consult is the quickest way to get one.
